- Convince people to live in terror.

- Force a private company to look like a villain for following the law. In this case, give taxpayer money to a company that is required by legal contracts to use it for bonuses.
Yes, when you sign a contract, you are breaking the law if you don't follow it's terms. AIG had a contract with the employees that they get bonuses.
- Turn that fear into anger - at this company, even though you gave them the money to do what they did, with no restrictions.
"I don't want to quell anger. People are right to be angry. I'm angry. What I want us to do is channel our anger in a constructive way." - Obama at the White House.
- Leverage that anger to insult, attack, and take control of those companies who haven't even broken a single law.
The Obama administration will call for increased oversight of executive pay at all banks, Wall Street firms and possibly other companies as part of a sweeping plan to overhaul financial regulation, government officials said.
- Pick another industry, say, healthcare, and repeat.
